The international expert for regulatory reform Mr. Vedran Antoljak was visiting National Centre for Legislative Regulation (NCLR) in Yerevan on November 11-23, 2012. The primary objective of this fact-finding visit was to provide operational assistance to NCLR management and teams, and to get customization inputs for implementation of the e-Guillotine software system.
Mr. Antoljak had a number of meetings with NCLR different teams to exchange experience in particular sectors that are under review. He also met with Karine Minasyan, 1st Deputy Minister of Economy, donor organizations, Business Advisory Council representatives, official gazette management, and other stakeholders of the Regulatory Guillotine project. Mr. Antoljak conducted several presentations of the Regulatory Guillotine case of Croatia, overview of e-Guillotine software, as well as private sector role in regulatory reform.
Long term objective of Mr. Antoljak’s engagement on Regulatory Guillotine project will ensure continuous support to NCLR in the course of the project and it is planned for him to visit Yerevan four times in the course of next year 2013. His next visit is planned in January 2013, but in the meantime Mr. Antoljak will be also available for question and support through email and other electronic communication tools. In parallel, he will be working off-site on development and customization of the e-Guillotine software with objective to have it up-and-running during the first quarter next year.
The U.S. Agency for International Development (USAID) and the World Bank (WB) finance the activities of local and international experts as well as the installation of special software for the project. The National Centre for Legislative Regulation is supported also by the Organization for Security and Co-operation in Europe (OSCE), the United Nations Development Programme (UNDP) and the Austrian Development Agency (ADA).
